Important update
Essex County Council will be undertaking Ground Investigation works at Clacton Library between Monday 30th September and Friday 4th October 2024. These works form part of the preparations of designs for a new community facility, supported by funding from Government, which will create space for a brand new library, Adult Community Learning service and other community partners. Following a public consultation event held in July, the project team commissioned by Essex Housing and led by Saunders Architects, are progressing designs and plan to submit a planning application before the end of the year. The Ground Investigations will involve the digging of holes at particular locations outside the building, and whilst there may be some temporary noise disruption the Library is expected to remain open as normal throughout the works.
The site team will contain all works within metal heras fencing to ensure suitable segregation and safety of the public and will also have designated site welfare facilities for all personnel. A project manager will be on site and will conduct the initial inductions at commencement of the works and will also liaise with the library staff to make them aware of their site presence, finally the team have a defined first aid response process and a qualified first aider on site at all times.
Clacton Library
Welcome to all the information you need about the redevelopment of Clacton Library in Essex. This exciting project aims to create a new facility for the town’s Library and Registration Services, Adult Community Learning and for key partners we work with such as the University of Essex. All your feedback on the redevelopment of the Clacton Library will be carefully considered by the project team before a planning application is finalised and submitted to Essex County Council for consideration and approval, enabling the project to progress to the next development stage.
The project is being delivered and part-funded by Essex County Council in partnership with Tendring District Council and is also being supported with funding from HM Government as part of the Levelling Up Fund and One Public Estate programme.

Meet the team
Essex County Council is the top-tier level council that governs the non-metropolitan county of Essex in England. The Council has statutory responsibility for departments such as Transport, Education, Social Services and Public Health. ECC also has a Sustainable Growth directorate that collectively works to deliver improvements to the social and physical infrastructure of local communities as well as their long-term economic potential.
Essex Housing is Essex County Council’s housing team and are leading the delivery of this project in Clacton. They build general needs, affordable and specialist housing and while the Clacton Library redevelopment will not include housing, the team also work on projects that improve and create new community facilities, such as Shenfield Library. No site is the same, but the team always sets out to deliver well-designed developments and reinvest any surpluses into public services through Essex County Council.
Tendring District Council (TDC) is the lower-tier level council that governs the area, including Clacton. TDC is responsible for diverse services such as Housing, Waste Collection and Planning, as well as supporting economic growth. TDC is the accountable body for this project, meaning we receive the government funding and then apportion this out to partners such as ECC to deliver their plans.
